Dr. Jeffar J. Oburu

A multidisciplinary expert with a Ph.D. in Applied Statistics, a Master’s in Actuarial Science, and a strong professional grounding in AI, ICT systems, and data-driven innovation. I currently serve as a Lecturer and Researcher in Actuarial Science and Applied Statistics at Jaramogi Oginga Odinga University of Science and Technology.

My work spans across statistical modeling, machine learning, digital platform architecture, and AI applications for governance, health, and finance. I also provide consultancy in monitoring and evaluation, ICT-based development, and business analytics, working with both public and private sectors to design systems that translate data into impactful action.
